The good news for Ramos supporters in May 1992 was that Fidel Ramos won. The bad news was that some 75 percent of the electorate rejected him in favor of someone else.

It was not a comfortable perch to start from; but there was no avoiding the responsibility.

Of critics, he had many. In the end, however, the Ramos presidency should be judged not on the basis of what he was as military leader or martial law administrator. It should be judged on the basis of what he accomplished as civilian leader.
