ABOUT THE AUTHORS: MA. LOURDES N. TIQUIA is a product of the University of the Philippines where she completed her A.B. Political Science and Master in Public Administration (Public Policy) degrees. She has 15 years of government experience in both the Executive and Legislative Branches of the Philippine Government. She was the 1st Executive Director of the League of Municipalities of the Philippines. She worked in the United States Congress as a United States Congressional Fellow. She has campaign experience in both national and local elections in the Philippines and the 1992 presidential elections in the United States. Presently,she is a member of the Faculty of the National College of Public Administration and Governance, University of the Philippines - Diliman. MARIA IRENE R.M. CARIAGA is a graduate of Bachelor of Science in Economics from the University of the Philippines Diliman where she also earned academic units leading to a master's degree in Public Administration. She joined the House of Representatives in 1992 as member of the congressional staff of former Tarlac Rep. Herminio S. Aquino and in 1995, of Albay Rep. Edcel C. Lagman. She was appointed the campaign coordinator for Northern Mindanao in the latter's bid for the Senate in 1998. She is currently the Legislative Staff Chief of Rep. Prospero A.
